| Personal History | Ever since the conclusion of the Dominion War, the idea of a "guardian at the gates" had been tossed around in several Federation circles. The hypothetical initiative came under the codename "I-400." And for almost 25 years following the end of the Dominion War, "I-400" remained a hypothetical fantasy, assumed to be unattainable. That was, until late 2399, when an artifact was recovered from an ex-Borg Cube that had become home to an illegal Romulan research facility. Further examination of the artifact revealed that it housed a hyper advanced artificial intelligence, and one of the researchers, Dr. Anthony Banner, and his Vulcan colleague, Luhk, believed that I-400 was more within reach than originally thought. After days of unsuccessful integration tests, the two scientists left the lab in the hands of Iona, itself an advanced Federation AI interface, to attend the New Year's party at Camp Khitomer.
